On Tuesday, July 3, 2012 at 6:45 p.m. in the Commissioner’s Large Conference Room located at the Forsyth County Administration Building, 110 East Main Street, Suite 210, Cumming, GA 30040, the Animal Shelter Advisory Committee held a meeting with the following persons present: Dr. John McGruder, Todd Levent, Tim Merritt, Dr. Lanier Orr, Lance White, Kathy Genovese and Melissa Hogan.

(3) Schedule future meetings – proposed Wednesday, August 15th @ 6:45 p.m.

The meeting was called to order by Dr. McGruder at 6:49 p.m.
There was a motion by Lance White and a second by Todd Levent to adopt the agenda as presented. Motion carried with all members in favor (McGruder, Levent, Orr, White and Genovese).
Tim Merritt brought it to the attention of the committee that at the last meeting held on June 27, 2012 he made a motion to add an item to that agenda “Possible consideration of recommendation from Selection Committee” when he should not have. He requested that the committee reconsider adding this to the previous agenda and make a motion on it. There was a motion by Todd Levent and a second by Kathy Genovese to add “Possible Consideration of Recommendation from Selection Committee” to the June 27, 2012 Agenda. Motion carried with all members in favor (McGruder, Levent, Orr, White and Genovese).
Tim Merritt then brought it to the attention of the committee that at the last meeting held on June 27, 2012 he also voted on the item to add to that agenda “Possible consideration of recommendation from Selection Committee” that he should not have. He requested that the committee re-vote on adding this item to the June 27, 2012 Agenda. The Committee voted with all members in favor (McGruder, Levent, Orr, White and Genovese).
There was a motion by Kathy Genovese and a second by Lance White to adopt the minutes of the June 27, 2012 meeting as amended. Motion carried with all members in favor (McGruder, Levent, Orr, White and Genovese).
CONSIDERATION OF RECOMMENDATION FROM THE ANIMAL SHELTER SELECTION COMMITTEE
Donna Kukarola stated that it would be the recommendation of the Selection Committee to bring to the Advisory Committee the recommendation of RKS Green Consulting / Shelterplanners.com to present to the Board of Commissioners.
Discussion was held on the reasoning of the recommendation from the Selection Committee.
There was a motion by Todd Levent and a second by Kathy Genovese to accept the recommendation from the Selection Committee of RKS Green Consulting / Shelterplanners.com to present to the Board of Commissioners. Motion carried with all members in favor (McGruder, Levent, Orr, White and Genovese).
DISCUSSION OF ANIMAL CONTROL & SHELTER ADVISORY COMMITTEE DUTIES
Tim Merritt handed out a copy of the “Resolution for the Purpose and Duties of the Forsyth County Animal Control and Shelter Advisory Committee” that was adopted by the Forsyth County Board of Commissioners on November 17, 2011 to all of the Committee members to review a couple of areas once more to help them with what they should be focusing on next. These areas were:
1) WHEREAS, the purpose of the Committee is to:
Provide guidance and recommendations to the Forsyth County Board of Commissioners to aid them in determining whether Forsyth County should build and/or operate a County-owned animal shelter. Additionally, the [Committee] will provide recommendations to the BOC of means and methods for improving efficiency and cost effectiveness of [the] County’s entire animal control program.
2) WHEREAS, the Board of Commissioners wishes to supplement the ‘purpose’ of the Committee to including the following:
Allowing the committee to serve in an advisory and recommending capacity in the planning, design, selection of an architect, and selection of a builder for the Forsyth County animal shelter.
Some discussion was held on what areas we may want to implement into the design of the animal shelter to make it run more efficiently and save money. Some discussion was also held regarding the staffing of the animal shelter.
DISCUSSION ON MOVING FORWARD WITH RECOMMENDATION FROM THE SELECTION COMMITTEE
Dr. McGruder asked was the next step was from here. Tim Merritt stated that his hope is that they can add this item to the Work Session next Tuesday, July 10, 2012.
Todd Levent suggested that the Committee make a motion for the Advisory Committee to bring to the Board of Commissioners a second recommendation with a small explanation as to why they should consider moving all of Animal Control within the facility to better serve the public and make it work more efficiently for everyone involved. There was a motion by Todd Levent and a second by Dr. Orr. Motion carried with all members in favor (McGruder, Levent, Orr, White and Genovese).
SCHEDULE FUTURE MEETINGS
Tim Merritt proposed that they consider meeting again on Wednesday, August 15, 2012 at 6:45 p.m. All members were in favor of this date and time.
At 8:06 p.m. there was a motion by Dr. Orr and a second by Kathy Genovese to adjourn. Motion carried with all members in favor (McGruder, Levent, Orr, White and Genovese).
