WORK SESSION MEETING
June 19, 2012
On Tuesday, June 19, 2012 at 6:30 p.m. in the Department of Planning and Community Development Conference Room of the Forsyth County Administration Building. The Forsyth County Planning Commission held a Work Session with the following persons present:
Representing the Forsyth County Planning Commission: Pam Livesay-Chairperson, Dr. Joe S. Moses – Member, H. Craig Nolen – Member and Dr. Jim Kinsey– Member. Member Pam Bowman – Secretary was not present.
Representing the Department of Planning and Community Development staff: Tom Brown- Director of Planning and Community Development, Nancy Lovingood – Manager of Development Services and Teressa M. Cox – Planner II

Call Meeting to Order
Adoption of Agenda
1. Review and discussion regarding pending applications currently in the applicant’s work time.
2. Review and discussion of applications scheduled for a public hearing on June 26, 2012.

ZA3594 – Hodges, Harbin, Newberry & Tribble, Inc.
Adjournment
Chair-person Pam Livesay recognized a quorum and called the meeting to order.
There was a motion by Dr. Joe Moses and a second by Dr. Jim Kinsey to amend the agenda to add Item #3 for discussion to initiate a study to development a plan to be presented to the Board of Commissioners to encourage the builders and developers to finish the construction of undeveloped subdivisions as time sensitive. Motion carried with three members in favor (Moses, Kinsey, and Nolen), one member in opposition (Livesay) and one member (Bowman) not present.
There was a motion by Dr. Joe Moses to postpone ZA3594 – Hodges, Harbin, Newberry & Tribble, Inc. until the August 21, 2012 Work Session. The motion was withdrawn.
There was a motion by Dr. Jim Kinsey and a second by Dr. Joe Moses to announce at the June 26, 2012 Public Hearing the postponement of ZA3594 – Hodges, Harbin, Newberry & Tribble, Inc. until the July 17, 2012 Work Session and the July 24, 2012 Public Hearing . The motion carried with four member in favor (Livesay, Moses, Kinsey, and Nolen), and one member (Bowman) not present.
There was a motion by Dr. Jim Kinsey and a second by Dr. Joe Moses to adopt the agenda as amended. Motion carried with four member in favor (Livesay, Moses, Kinsey, and Nolen), and one member (Bowman) not present.
UNDER ITEMS FOR CONSIDERATION AND DISCUSSION THE FOLLOWING ACTIONS WERE TAKEN:
1. A list was presented by Teressa Cox with the applications currently in Applicant’s Work Time.
2. Review and discussion of applications scheduled for a public hearing on June 26, 2012.

ZA3594 – Hodges, Harbin, Newberry & Tribble, Inc.
3. Undeveloped subdivisions (Pipe Farms) for discussion as time sensitive.
Dr. Joe Moses opened the discussion as a time sensitive item, suggesting the assemblage of a committee with two Planning Commission Members and two Planning and Community Development staff members to initiate a study to development a plan to be presented to the Board of Commissioners to encourage the builders and developers to finish the construction of these dangerous eyesores. Tom Brown added that if a Committee was formed, it would have to be conducted with the requirements of the Open Meetings Act. After further discussion, the Planning Commission members agreed to hear additional information compiled from scheduled informants at future work sessions.
There was a motion by Dr. Jim Kinsey and a second by Dr. Joe Moses to adjourn the Work Session. The motion carried with four member in favor (Livesay, Moses, Kinsey, and Nolen), and one member (Bowman) not present.
