Advertisement for Proposals – RFP No. 23-016-3340

The Forsyth County Procurement Department will accept sealed proposals until
2:00 p.m. Thursday, June 29, 2023, for the following:
The Forsyth County Board of Commissioners is soliciting proposals from
qualified firms to provide Construction services for the Forsyth County – Antioch
Water Treatment Plant Phase 3A Expansion including the following major
components:
1) New 9 MGD Flocculation and Sedimentation Basin.
2) 3 New Membrane Trains and Associated Equipment (In Existing Tanks).
3) Raw Water System improvements to Include New Baffle for the Raw Water
Tank, Modifications to the Flow Control Vaults, Modifications to the Raw
Water Piping, and Removal of the Abandoned Venturi Flowmeter.
4) New Sludge Collection Systems in the Filter Backwash Equalization Basins
and Membrane Backwash Equalization Basins.
5) Filter Gallery Enclosure.
6) Addition of a Sodium Hydroxide Chemical Storage Tank to the Existing
Chemical Containment Area.
7) New 10 MGD, 700 HP finished water pump, with a variable frequency drive.
Pre-Proposal Meeting (mandatory for all Proposers): 10:00 a.m. Tuesday, May 23, 2023,
at the Antioch WTP, 2255 Antioch Road, Cumming, Georgia 30040.
All work to be Substantially Completed 670 calendar days from issuance of Notice to
Proceed. Final Completion is to be within 730 calendar days from issuance of Notice to
Proceed.

located at the top of the “Procurement Bid Portal” page.
All firms must be licensed in Georgia, maintain a full-time office in Georgia, and
have a registered agent in Georgia. In order to perform public work, the
Contractor and its Subcontractors, prior to the award of Contract shall hold such
licenses as required by State Statutes, and federal and local Laws and

Regulations.
No firm may withdraw their Proposal within 90 days of the actual date of opening.
Sealed Proposals will be received until 2:00 p.m. (Eastern Standard Time),
Thursday, June 29, 2023, at the Forsyth County Procurement Department, 514
West Maple Street, Suite 104, Cumming, GA 30040. Any proposal received
after this date and time will not be accepted.
Proposals will be opened and only names of firms submitting proposals will be
read aloud, at 2:30 p.m., Thursday, June 29, 2023. Proposers and the general
public are invited to attend.
Proposal Award will be made at a later date. Forsyth County reserves the right
to reject any or all proposals. Proposals will be opened and only names of
submitting companies will be read aloud at 2:30 p.m., Thursday, June 29, 2023
at the Forsyth County Procurement Department.
